Some of my clients who are building in rural locations have told me this. There is face-to-face trust in the village. The builder is frequently a neighbor or a cousin, and a handshake still has meaning.

Saves on Materials: Without a plan, you over-order "just in case" or run short. A proper plan tells you exactly how many bricks, cement bags, and roof sheets to buy, saving up to 20%.
Prevents Costly Mistakes: Moving a wall on paper costs nothing. Knocking it down and rebuilding costs thousands.
