If your NYC building is due for an LL152 gas piping inspection, the rules just got stricter.

Local Law 142 tightened who can legally perform the inspection. Any technician working under a Licensed Master Plumber must now hold DOB journeyman registration AND complete the required 7-Hour Periodic Gas Piping Inspector training, with credentials documented through DOB-recognized systems, including the Digital Worker Wallet where applicable.

If your NYC building has a gas-fired boiler, you're not just dealing with one inspection requirement — you're dealing with two.

Local Law 62 requires an annual boiler inspection. Local Law 152 requires a separate gas piping inspection every four years. Different agencies, different deadlines, different professionals. Missing either one means penalties.

Most NYC building owners think about Local Law 87 once every 10 years — right around the time the deadline hits.

That's the problem.

LL87 requires large buildings to complete a full energy audit and retro-commissioning study on a rotating 10-year schedule tied to your tax block number. If your block ends in 7, that window is 2027. If you're in the 2026 cohort and haven't filed yet, you're already past the March 31st deadline and penalties are accruing.

The stakes are real: $3,000 for the first year missed, $5,000 for every year after that — and the DOB won't accept your corrective filing until every dollar is paid.
