Impact windows are a complete, standalone protection system. They don't require a shutter, a panel, or any other layer to meet their tested rating — the glass and frame assembly is the protection.
Shutters, by contrast, are only effective if they're actually deployed before a storm arrives, which depends on someone being home, available, and starting early enough to finish before conditions turn.
Some properties do use both — impact windows for daily, no-effort protection, with shutters reserved for extreme, well-forecast events as an added layer. That's a reasonable belt-and-suspenders approach, not a sign that one makes the other unnecessary.

A completed installation only affects your premium once it's reflected in your file — through an updated wind mitigation report, current permit documentation, and product certification on record with your carrier.
We've seen properties with excellent, fully impact-rated openings still paying a premium calculated against outdated information, simply because no one submitted the updated paperwork after the work was finished.
