Water, Sewer, and Storm Sewer QA/QC Specialist

Position Overview
The Water, Sewer, and Storm Sewer QA/QC Specialist is responsible for inspecting, auditing, and verifying the quality of underground utility construction projects. This position supports Kolb Grading’s commitment to safe, accurate, and high-quality work by ensuring water distribution systems, sanitary sewer systems, and stormwater infrastructure are installed according to approved plans, specifications, municipal standards, industry regulations, and company safety requirements.

Essential Duties and Responsibilities
• Conduct field inspections of water main, sanitary sewer, and storm sewer installation projects.
• Verify compliance with approved engineering plans, specifications, permits, and local utility standards.
• Inspect trench excavation, pipe bedding, backfill, compaction, and restoration activities.
• Confirm proper installation of water mains, valves, hydrants, service connections, manholes, catch basins, storm structures, and related appurtenances.
• Review pipe alignment, grade, elevations, and utility separation requirements.
• Monitor required testing and inspections.
• Document construction activities through reports, inspection records, photographs, and punch lists.
• Identify deficiencies and recommend corrective actions.
• Ensure compliance with OSHA regulations and company safety policies.
• Participate in project closeout and final acceptance inspections.

Required Qualifications
• High school diploma or GED required.
• Associate or Bachelor’s degree in Civil Engineering, Construction Management, Engineering Technology, or a related field preferred.
• Minimum of five years of utility construction, inspection, or QA/QC experience.
• Ability to read and interpret construction plans, specifications, permits, and utility standards.
• Preferred Qualifications
• NICET certification or other applicable QA/QC certification.
• OSHA 10 or OSHA 30 certification.
• Municipal utility project experience.
• Experience working with water, sanitary sewer, and storm sewer infrastructure.

Knowledge, Skills, and Abilities
• Strong knowledge of underground utility construction methods and quality standards.
• Understanding of testing procedures, inspection documentation, and construction closeout requirements.
• Ability to review engineering drawings, specifications, and field conditions.
• Strong attention to detail and ability to identify deficiencies or nonconforming work.
• Effective communication skills with field crews, project teams, inspectors, and municipal representatives.

Union Payroll Specialist

Position Summary
The Union Payroll Specialist supports the accurate and timely processing of weekly payroll for Kolb Grading’s field-based workforce. This role is responsible for union payroll processing, reporting, compliance support, and payroll-related employee service across multiple states.
This position works closely with Payroll, HR, Operations, and Accounting to ensure employee setup, timecard review, union reporting, deductions, certified payroll, and job-specific payroll requirements are completed accurately and in accordance with applicable deadlines.

Essential Duties and Responsibilities
• Support full-cycle weekly payroll processing for union and non-union field employees across multiple states
• Review, audit, and process employee timecards in partnership with the Payroll Manager, including researching and correcting discrepancies
• Prepare and process weekly union payroll and related benefit payments
• Complete monthly union reporting across multiple trades while maintaining compliance with due dates and remittance requirements
• Complete verification of employment requests
• Submit and set up garnishment orders
• Set up employee insurance deductions and other payroll-related deductions as needed
• Assist employees with payroll questions, corrections, and employee self-service guidance
• Maintain and update union rates, classifications, deductions, and out-of-state payroll requirements
• Research payroll requirements for new state setups and project locations
• Support certified payroll reporting and prevailing wage compliance
• Coordinate OCIP and CCIP reporting, including tracking job-specific hours and payroll data
• Assist with OCIP and CCIP setup and documentation tracking for applicable projects
• Support payroll-related audits, including union audits and wrap-up insurance audits
• Research and respond to payroll, union, and wage-related inquiries from field employees and leadership
• Partner with HR, Payroll, Operations, and Accounting to ensure accurate employee setup, classifications, deductions, and cost tracking
• Serve as a payroll backup and share processing responsibilities to ensure continuity of payroll operations
Required Qualifications
• Minimum of 2 years of payroll experience required
• Multi-state payroll experience required
• Strong understanding of payroll deadlines, reporting requirements, and compliance obligations
• Ability to review payroll data, identify discrepancies, and research corrections with accuracy
• High attention to detail with strong organizational, problem-solving, and follow-through skills
• Ability to manage multiple deadlines across payroll cycles, union reporting, audits, and jurisdictional requirements
• Professional communication skills with the ability to support employees, field leadership, and internal departments
Preferred Qualifications
• Construction payroll experience preferred
• Union payroll experience preferred
• Experience supporting payroll for a high-volume field workforce preferred
• Experience with union reporting, certified payroll, prevailing wage, OCIP, and CCIP reporting preferred
• Experience with construction payroll systems such as Vista, HeavyJob, or similar platforms preferred
Work Environment
This is an office-based role supporting active construction operations and a large field workforce.
The position requires frequent collaboration with Payroll, HR, Operations, Accounting, field leadership, and employees.
The ideal candidate must be able to manage shifting priorities tied to payroll cycles, reporting deadlines, audits, and employee support needs.
Monday through Friday schedule between 7:00 a.m. and 5:00 p.m., with no weekends required

On Site Project Engineer
Texas Locations

We are currently seeking experienced Project Engineers to work closely with the internal and site Project Managers and Superintendents to ensure accuracy, productivity, cost control, and documentation throughout the project lifecycle. The Project Engineer will be embedded on the job site and actively engaged in daily operations, coordination, and field support. Organization within a fast-paced job site will be key to exceling in this role.

Key Responsibilities
Project Coordination: Work directly with the Project Manager throughout the project lifecycle.
Plan & Specification Review: Analyze project plans and specifications for accuracy and compliance.
Production & Cost Tracking: Monitor daily production and associated costs; report variances.
Progress Monitoring: Track project progress, identify potential issues, and assist in developing solutions.
Change Management: Review plan changes, report to Project Manager, and assist in developing change orders. Maintain and update the change order log; submit monthly reports to the client.
Field Support: Assist the Superintendent with daily reports, including safety documentation with the onsite safety manager.
Submittals: Review and formally submit submittals to the client; maintain a submittal log and track material delivery dates.
RFIs: Prepare and process Requests for Information (RFIs); maintain an RFI log.
Documentation: Take meeting minutes and distribute if required.
Closeout: Help lead the project through punch list and closeout activities.
Scheduling: Support the Superintendent with project scheduling when necessary.
Client Relations: Maintain strong client relationships while representing Kolb Grading’s core values.

Required Skills
Minimum three years of on site experience at a heavy civil construction project serving as a Project Engineer or Assistant Project Manager.
Bachelor’s degree in Civil Engineering, Construction Management, or equivalent construction related experience preferred.
Positive attitude and ability to encourage a collaborative and respectful job site environment.Strong organizational and communication skills.

Field Surveyor / Grade Checker

Kolb Grading is seeking an experienced Field Surveyor to support heavy civil, mass earthwork, and utility infrastructure projects. This role requires strong technical survey skills, the ability to work independently in the field, and a positive, team oriented attitude. The Surveyor will travel full time to active job sites and play a key role in project accuracy and ex*****on.

Key Responsibilities
Operate GPS and Trimble total station equipment to support construction layout
Use Trimble GPS Rover for field data collection and layout
Perform staking for utilities, grading, footings, and site infrastructure
Complete as built surveys for completed work
Accurately read and interpret civil construction plans
Coordinate with project managers, superintendents, and field crews
Verify grades, elevations, and alignments throughout construction
Maintain survey equipment and ensure proper calibration
Follow OSHA and company safety policies at all times
Travel 100 percent of the time to active job sites

Required Qualifications

Duct Bank Utility Foreman & Laborers
Charlotte, NC / Houston, TX
We are currently seeking experienced Utility Foremen and Laborers to support duct bank construction for underground electrical and utility projects. This role is hands-on and works as part of a crew responsible for safe, efficient installation of duct banks in accordance with project plans and specifications.

Key Responsibilities

Assist with duct bank layout, excavation, and installation
Set conduit, spacers, and coordinates for concrete encasement
Assist with formwork, rebar placement, and concrete pours
Properly backfill and compact trenches
Work around existing underground utilities using safe excavation practices
Use hand tools and power tools to support daily operations
Follow job site safety rules and comply with OSHA requirements

Submit daily production quantity reports and prepare accurate timecards for submittal daily.

Required Experience and Skills

Foremen must have 4 years of experience as tradesman, with at least 2 years in a supervisory role. Prior experience in duct bank construction or underground utility work
Familiarity with conduit spacing, concrete encasement, and utility layouts
Ability to read basic utility or civil drawings preferred
Comfortable working outside in varying weather conditions
Ability to perform physical labor including lifting, bending, and standing for long periods
Strong teamwork and communication skills
Dependable and safety focused
Preferred Qualifications

· Experience working near energized utilities
