It comes down to one question. Is your crawl space vented to the outside, or sealed up?
If it's vented, with those little screened openings in the foundation, the insulation goes up in the floor joists, under the rooms you live in. If it's sealed, or you're about to seal it, the insulation moves to the crawl space walls, and the ground gets covered with a v***r barrier. The U.S. Department of Energy lays it out that same way. What you shouldn't do is mix them up, like stuffing batts in the joists of a sealed crawl space, or insulating the walls of one that's still pulling in outside air through open vents.
So let's go through both, plus what New Jersey's energy code actually asks for.
Should you insulate crawl space floor joists or walls in New Jersey? Vented vs sealed crawl spaces, NJ code R-values by county, v***r barriers and foam
