The federal HOME Investment Partnerships Program supports Community Housing Development Organizations (CHDOs) meet housing needs across West Virginia. In FY2026, CHDOs received more than $1 million in funding to support small, community-focused multifamily rental housing, creating stability for families and strengthening West Virginia communities.

We've had an uptick in follows and likes lately. We appreciate each of you for interacting with our page and want to take this opportunity to help you learn more about our agency.

The West Virginia Housing Development Fund was created by the Legislature back in 1968 as the state's housing finance agency. Our mission is to increase the supply of housing for low- to moderate-income West Virginians by providing financing to housing developers. In short, we provide money or access to funds for developers and other eligible organizations to use to create housing throughout the state.

The Fund is not responsible for the construction or management of these properties. Any questions about properties, such as unit availability, amenities, parking, or rent, should be directed to the property manager. Their phone numbers usually can be found on the signs in front of the buildings, and many property managers are on-site throughout the day.

In addition to our multifamily rental side, we also help low- to moderate-income West Virginians achieve their dreams of homeownership through our mortgage programs. We service all of our loans right here in our Charleston office. Our customer service representatives are available during regular business hours 8:30 a.m. to 4:30 p.m. Monday through Friday to help customers with issues or questions. Customers may make their payments in-person at our office or by using the drop box in our parking lot, over the phone, by mail, or by enrolling in autopay on our website. We believe homelessness should be rare, brief, and nonrecurring. In 2018, we entered a partnership with the Federal Home Loan Bank of Pittsburgh to financially support organizations in West Virginia that share that same belief.

Over the past eight years, this partnership has resulted in nearly $10 million in funding to support dozens of programs and projects, including rapid rehousing, transitional housing, outreach programs, and more.

If you have experienced property damage related to this weekend's storm event, please see the Damage Assessment link below to complete the survey. It only takes about five minutes but helps the state understand the scope of storm-related damage and may assist the state in seeking funding.

We will share other flood and storm related relief information as it becomes available. In the meantime, please contact WV211 or your county emergency management division if you need immediate assistance.

MountainHeart's Emergency Repair / Replacement Program (ERRP) may be able to help eligible homeowners in Wyoming and Fayette Counties restore safe, reliable heat.

You may qualify if: ✅ Someone in the household is age 60 or older
✅ A household member has a disability
✅ A child under age 5 lives in the home

AND your primary heating system is: 🔸 Not working 🔸 Unsafe 🔸 Severely malfunctioning

The program may also assist households relying on unsafe heating sources such as space heaters, unvented gas heaters, unsafe fireplaces, or kitchen stoves for heat.
