REQUEST FOR A MORATORIUM ON THE PROPOSED LARGE-SCALE SOLAR PROJECT AND REVIEW OF JAY'S LAND-USE ORDINANCES

To the Select Board and Municipal Officers of the Town of Jay, Maine:

We, the undersigned registered voters of the Town of Jay, respectfully petition the Town to halt the advancement, approval, permitting, and construction of the proposed large-scale solar development until the citizens of Jay have had a meaningful opportunity to learn about, review, and evaluate the project and its potential impacts on our community.
At the August 24, 2026 Select Board meeting, citizens asked that a moratorium be considered so that the community could have additional time to examine the proposed project. Citizens were advised that a petition would need to be prepared and signed before the matter could be reviewed by the Town and its attorney. We are therefore submitting this petition for that purpose.

WHAT WE ARE ASKING FOR
1. A temporary moratorium on the proposed large-scale solar project so that the project does not move
forward while the Town and its residents investigate its potential effects.
2. A thorough public review of the project, including its proposed size and location, land clearing, wildlife and habitat impacts, water and drainage, roads and traffic, fire safety and emergency response, noise, neighboring properties, environmental impacts, decommissioning, and long-term responsibilities.
3. A review and strengthening of Jay's land-use ordinances so that the Town has clear, reasonable standards governing large-scale solar and other industrial or commercial developments before additional projects are allowed to proceed.
4. Consideration of appropriate protections, including setbacks, acreage or scale limitations, environmental safeguards, road and infrastructure requirements, emergency-access requirements, decommissioning requirements, and protections for surrounding property owners.

WHY THIS MATTERS
This petition is not an argument that Jay can never have responsible development. It is a request that major development be handled through responsible planning, clear standards, and meaningful public participation.
The proposed solar development is another example of a very large-scale development being considered in our community. Residents have previously faced discussion of other major industrial-scale development, including the proposed data center. We believe Jay should establish appropriate land-use rules before residents are repeatedly asked to react to projects of this magnitude.
We believe the Town should have clear rules in place before another large-scale project is allowed to
significantly change hundreds of acres of land or affect the character, environment, infrastructure, property owners, and future of our community.

REQUEST FOR BALLOT ARTICLE
We respectfully request that the municipal officers accept this petition, submit the proposed article and petition to the Town's attorney for review as discussed at the August 24, 2026 meeting, and take the steps necessary to place the following matter before the voters, subject to any legally required revisions to the wording:
PROPOSED ARTICLE: Shall the Town of Jay enact a temporary moratorium on the approval, permitting, and construction of the proposed large-scale solar development until the Town has completed a public review of the project and has had an opportunity to establish appropriate land-use ordinances and standards governing large-scale development?

Important: The wording above is submitted as the citizens' proposed article. We understand that the Town and its attorney may determine whether revisions are legally necessary before it is placed on the ballot.

Our intent is clear: halt the proposed project long enough for the community to investigate it and establish appropriate land-use protections for Jay.

The petition is active and can be signed at Good Life Guns tomorrow and Saturday.

Please also be advised that your presence is requested at the Town Select Board meeting this coming Tuesday.

It is VERY important that you make your feelings heard - ESPECIALLY if you don’t want 250,000 solar panels changing the paradise we call home!!!!

Personally - we do not want to see the beautiful mountains of west central Maine continue to turn into a blight of solar arrays with no one doing due diligence regarding the long term and long range environmental impact for the rest of our lives, or our children’s and grandchildren’s lives.

In lieu of the dangerous heat wave Wednesday through Friday and the 250th anniversary of our Declaration of Independence this coming weekend - we are giving our crews paid time off!
