Can a storm drain be clear and your property still have standing water?

Yes.

Is the grate covered? Is the basin full of dirt or sediment? Does the water eventually drain? Are several drains affected? And where is the water supposed to discharge?

Not always.

Think of the visible drain as one part of a larger path. Water may pass through a basin, underground piping, other connected drains and sometimes a pump before it finally leaves the property.

A restriction farther downstream can make the problem appear somewhere else entirely.

A slow yard drain doesn't always mean the drainage system is too small.

Sometimes it has simply lost capacity.

A catch basin can fill with sediment. Debris can restrict underground piping. Roots can enter the line. Even a working pump can struggle when accumulated material prevents water from reaching its inlet freely.

Cleaning can restore that lost capacity—and give us a much clearer picture of how the system actually performs.

The important distinction: cleaning can remove restrictions. It can't correct a sizing, grading or structural problem.
