The Don Pedro Powerhouse Modernization is a major milestone for our region, as this is the largest powerhouse in the immediate area. Being chosen as the electrical team for this total retrofit is a huge honor for Con J. Franke. A project like EchoWater has a lot of moving pieces — multiple trades, tight schedules, a facility that can't go down for even a minute.

Someone has to hold all of that together.

For this project, that's Joel Perez. Joel's been running the show from day one — managing the contracts, keeping the schedule on track, coordinating with engineers, plant operators, and every trade on site. It's a job that requires equal parts technical knowledge and people skills.

We're lucky to have him. Shoutout to Joel for keeping this one moving.

Something we're genuinely proud of: we don't hire our leaders from the outside.

We grow them here.

Our foremen and superintendents started as apprentices, learned the trade from the ground up through our IBEW Local 595 training, and worked their way into leadership roles over years on the job. That's not an accident — it's how we do things.

Before the panels go up or the equipment rolls in, we go underground.

Our crews at EchoWater are currently in the trenches — literally. We're running heavy conduit (5-inch and 6-inch pipe) through large underground excavations, building the electrical highway that everything else will connect to.

It's the foundation that makes everything above ground possible.

It takes serious leadership to coordinate a multi-year electrical overhaul like the Don Pedro Powerhouse Modernization. Our effort on-site is led by Project Manager Joel Perez and Foreman Dustin King. Between our partnership with TCB Industrial on the mechanical side and Point 1 Electrical Systems handling the fiber optics, we’ve got a dream team focused on "Powering What Matters."

Here's the puzzle we're solving at EchoWater: how do you replace a cooling system that can never turn off?

Very carefully — and in phases.

The old chillers have to keep running while we build the new system right next to them. New chillers, new pumps, new switchgear, new control panels — all of it has to be completely installed, tested, and signed off before we even touch the old system.

Then, in a very small, very controlled window, we make the switch.

It's a bit like swapping out the engine on a moving car. Except the car is a water treatment plant, and the community is in it.
