This is a guarded gutter nobody has been up to in a while.
The guard did its job and kept the leaves out of the trough. Then the leaves stayed on top of it, matted down, and turned into a lid — so water now runs off the roof, over the guard, and past the gutter entirely.

All the heat and moisture a dryer makes is supposed to leave the house through the vent. When the room is holding it instead, the line is restricted and the air is coming back at you.
