Minnesota’s first speed enforcement camera to go live is now issuing tickets.

The camera, located on Delaware Ave. in Mendota Heights, has just entered the third phase of the pilot program which means drivers going more than 10 miles per hour over the speed limit (41 in a 30) will receive a citation in the mail.

Citations go to the registered owner of the vehicle, not the driver — the camera only photographs the rear license plate. A first citation can be dismissed by watching a 30-minute video.

Data collected from the first two phases of the program show drivers are slowing down. The share of vehicles going 41 mph or more dropped from about 4% in the first phase to 2% during the warning phase — roughly cut in half.

The department says the project has cost about $5,000 so far in staff time and postage.

Crews have finally broken ground and started work on a Twin Cities road construction project years in the making.

Crews will build bridges to carry Highway 65 over cross streets, with some roundabouts below. Construction on the project is expected to continue until 2030.
