Here is an example of it works but it is not right. The frame of the electrical panel is not to be used to complete the circuit back to the main neutral wire. The neutrals (white) wires carry current on the circuits. With the jumper wire in place it may help but still going to take the path of least resistance. I wouldn't bet on which way the current is going in this case but making it right rules out any possible mishaps!!

60 amp sub feed power out to a detached shed. One lighting circuit and 3 gfci outlet circuits for power tools battery chargers for the home owner not to worry on tripping breakers. Since most sheds are never sheetrocked or covered wires are to be ran vertical and not horizontal protect from physical damage since most stuff is stored in between the stud bays to try prevent stuff from laying on the wires

With open floor concept wall outlets might be farther away then desired. Floor outlet is an option to help bring power closer and save cords from running under rugs or animals knocking over lamps from tripping on them
