We see this all the time in new construction/rehabs. Homeowner calls. My house is only couple years old. Don’t understand why my windows are leaking. We remove the siding and the windows have no window flashing tape around them. Builders cut cost, hire cheap labor, a year or two later the homeowner stuck with the issues and expense.
