On February 12, the Trump Administration announced the rescission of a major federal environmental policy, which will likely have far-reaching implications on emission standards for any class or classes of new motor vehicles or new motor vehicle engines. It might also undermine planning and development rules that are based on vehicle miles traveled. There’s no question that this will affect California, but understanding how, when, and to what extent is unclear.
