Engineering & Construction Innovations, Inc. - ECI completed the Lake Elmo West Project in Lake Elmo, MN as part of MCES’s regional sewer expansion, adding nearly a mile of large-diameter sewer to serve Lake Elmo, Oakdale, and Woodbury.

Using an Akkerman SL74P MTBM with MT875K jacking frame, the team installed 74-in. OD steel casing in drives up to 1,350-LF. To reduce risk ahead of tunneling, an Akkerman 240A Guided Boring System was used to probe and identify potential obstructions.

The final segment, completed in July 2025, successfully expanded sewer capacity to support continued regional growth—another strong example of precision microtunneling and guided boring performance in demanding conditions!

EDUCATING THE NEXT GENERATION AT CEDAR FALLS HYDRO

ECI was honored to host UW-Stout construction management students at Xcel Energy's Cedar Falls Hydroelectric Dam project, where our team is completing a multi-year, $50 million+ spillway modernization including tie-back anchors, mass concrete infill work, and future spillway gate installations.

Students from Professor Janelle Skoyen Hestekin's Heavy Construction Methods & Equipment class developed complete construction plans for the mass concrete infill portion of the project, then presented their proposals to Xcel Energy staff before touring the active jobsite to see how ECI is executing the work in real-world conditions. ECI’s Project Manager Justice Harvieux and project team walked students through our construction approach, comparing their classroom planning to the practical realities of heavy civil dam construction.

As Xcel Energy Project Manager Anthony Witkowski noted, connecting students with real infrastructure projects prepares the next generation of construction professionals while advancing clean energy and community sustainability. For ECI, these collaborations represent our commitment to developing industry talent and sharing the expertise that makes complex infrastructure projects successful. The future of construction depends on inspiring students like these UW-Stout graduates, who bring fresh perspectives and enthusiasm to the challenging work of building and maintaining critical infrastructure.

URBAN BLUFF STABILIZATION IN SENSITIVE DOWNTOWN ENVIRONMENT

During the deconstruction of the former West Publishing building and Ramsey County Jail in downtown St. Paul, ECI was tasked with maintaining the stability of steep urban bluffs below downtown St. Paul, MN.

Our team employed various stabilization techniques, including post-tensioned anchors and shotcrete with rock anchors, to control slope movement, protect adjacent buildings, and support safe demolition operations in this sensitive urban environment.

The project required meticulous planning and ex*****on to address geotechnical challenges while working in a confined downtown location with strict safety requirements and minimal tolerance for disruption to surrounding properties.

STABILIZING DEEP EXCAVATIONS FOR MICROTUNNEL OPERATIONS

For the Lake Elmo West Connection project, ECI installed lattice girders reinforced shotcrete shaft liners as structural support for deep micro-tunnel launch and receiving shaft structures in a high-traffic utility corridor.

This system provides the flexibility to work around dense existing utilities as well as reduces vibrations of typical driven pile support systems and minimizing disruption to surrounding infrastructure and maintaining strict schedule efficiency.

This work demonstrates ECI's specialized capabilities in supporting complex microtunneling operations where precise excavation stability is critical to project success and public safety in active utility corridors.

ROBOTIC SHOTCRETE PRECISION 100 FEET UNDERGROUND

ECI deployed advanced robotic placement methods to install a reinforced shotcrete liner in a 30-foot diameter, 100-foot deep shaft for Minneapolis's 10th Avenue Water Main Crossing project.

Working in conjunction with ground freezing operations, our team also applied a lattice girder reinforced shotcrete liner as the final structural support for the micro-tunnel working shaft.

This project showcases ECI's ability to integrate both cutting-edge engineering and construction methods within a single complex urban infrastructure project, delivering the precision and structural integrity required for critical municipal water systems.

Ready to get hands-on with real engineering challenges? ECI is looking for a Project Engineer to work on complex heavy civil construction projects across the Midwest.

Interpret drawings and specifications for field crews
Perform quantity calculations and material takeoffs

Bachelor's or associates degree in Engineering, Construction Management, or related field
