Illinois cannabis cultivation could be heading in a very different direction.

State regulators are proposing rules that would allow licensed cultivation centers and craft growers to grow cannabis outdoors—a move that could significantly reduce the enormous costs associated with indoor lighting, HVAC and environmental controls.

But from a cannabis facility construction standpoint, outdoor cultivation doesn’t mean facilities become less important.

It means the facility strategy changes.

Operators would need to think differently about:

• Site layout and usable acreage

• Perimeter security and controlled access

• Screening and visibility requirements

• Utilities and supporting infrastructure

• Harvest and post-harvest operations

• Extraction and processing capacity

• How outdoor, greenhouse and indoor cultivation work together on one property

The proposed rules would require outdoor areas to be secured by an eight-foot barrier with additional security measures and screened from ordinary public view. Outdoor-grown cannabis would also be limited to extraction purposes.

For operators, that could shift capital away from building every square foot as a highly controlled indoor grow and toward creating more flexible, efficient cultivation campuses.

That’s the part of this conversation we’re watching closely.

Illinois just made operating a cannabis dispensary more flexible.

✅ Drive-through pickup is now authorized
✅ Pickup can take place in designated sidewalks and parking lots adjacent to the dispensary
✅ Operating hours can now extend from 6:00 a.m. to 2:00 a.m. (subject to local zoning)
