In his new role, Kevin will support Garney’s nationwide pursuits and endeavors for federal work, oversee estimating and operations, and cultivate strong client relationships with all Garney’s federal clients and partners.

We are deeply saddened by the passing of Bill Williams, Garney’s Executive Vice President of Pipe West and a longtime friend and leader to so many across our company.

Bill joined Garney in 2010 and spent 16 years making an impact on our people and our company. He was someone others trusted to step into difficult situations, bring people together, and find a way forward. He cared deeply about his people, generously shared what he knew, and invested in the success of those around him.

Away from work, Bill was a true cowboy. He loved horses, cattle, hunting, and rodeo, and shared his passion for team roping with his son, Wyatt. Above all, Bill loved his family.

We will miss his leadership, his friendship, and the person he was to so many of us.

Our hearts are with the entire Williams family, and everyone who knew and loved him.

The James River Crossing (JRX) has been named Engineering News-Record Mid-Atlantic’s 2026 Project of the Year and Best Project in the Water/Wastewater category.

Delivered for HRSD in partnership with Dewberry, the project pushed the limits of horizontal directional drilling by installing 5,700 feet of 42-inch HDPE beneath the James River.

The new pipeline links the Boat Harbor Pump Station to a land-based system that moves raw wastewater to the Nansemond Treatment Plant and SWIFT Facility. There, the water is treated and purified before being sent to recharge wells that help restore the region’s aquifers over time.

This recognition highlights both the technical complexity of the work and the project's long-term impact on regional water resources.

Safer, more efficient operations are at the center of the Phase 4 Improvements underway at the Plum Island Wastewater Treatment Plant.

The project brings together major upgrades to solids handling, primary treatment, disinfection, and supporting infrastructure, all while the active plant remains in service.

At critical utility crossings along the 48-inch pipe alignment, CJ Geo performed polymer-based soil injection to help control groundwater intrusion and keep construction moving.
