A valid permit doesn't keep your load moving. The driver does.
Since June 25, 2025, failing the English language proficiency requirement in 49 CFR 391.11(b)(2) has been an out-of-service violation under the CVSA North American Standard Out-of-Service Criteria. On August 10, 2026, FMCSA proposed codifying it: a driver who can't read or speak English well enough to answer an officer or understand traffic signs gets placed out of service on the spot. The only exception is a trip that stays entirely inside a U.S.-Mexico border commercial zone, and it ends the moment that trip doesn't. Public comment on the proposal closed October 9.
For an oversize or overweight move, that is not a compliance footnote. A permit load goes out of service mid-route and there is no detour around it. The truck parks. The travel window can expire while it sits there, and a missed window means re-filed permits across every jurisdiction on the route. Pilot escorts are already staged and on the clock. Your crew, your crane and your schedule wait on iron that was loaded and ready to roll.
A permit on the dash is not a plan. Confirmation is a carrier whose drivers can answer a scale officer, whose escorts can coordinate on the radio, and whose dispatch can solve a problem before it costs you a day.
