Every year, thousands of Indiana families have to choose between paying their bills and being there for their newborn during those critical first weeks. When parents have to return to work too soon, it disrupts infant development and maternal recovery at the most important time. This is directly connected to Indiana ranking among the worst states for infant and maternal mortality.
But here's what gives me hope: we can fix this without hurting small businesses. The Breadwinner Act is a voluntary pilot program designed right here for Allen County. It would provide 12 weeks of subsidized living wage support for families, with zero direct costs to employers. Local businesses get reimbursed through tax credits. The math shows that every dollar we invest saves over $20 in long-term benefits for our community.
Our families deserve better than this impossible choice. Allen County can be the model that shows Indiana a better way.
