In Los Angeles, work valued at $2,500 or less can be exempt from a building permit — unless it impacts the structural stability of a building.
That second half is the whole story, and it's the half that gets left out.
LAMC 91.106.2 attaches four conditions to the dollar exemption. The work is not exempt if it:
impacts the structural stability of a building
affects public safety
is performed to comply with a Department order
involves a change in the use or occupancy
Read it that way and the dollar amount stops being a threshold you can price your way under. It's a ceiling that only applies once you already know the work is none of those four things. Opening a wall between a kitchen and a living room is a structural question before it is a budget question — and if that wall carries load, no invoice total makes the exemption reach it.
