Last night, one thing became clear.

Everyone involved agreed that the Jacksboro project is substantially complete. Even the lowest estimate discussed at the meeting placed the project at approximately 85% complete.

Yet GCE has only been paid about 40% of the contract value.

For seven months, GCE has continued working to move this project forward for the students, staff, and community.

These aren't opinions. They're actions.

GCE continued working.

GCE continued moving the project toward completion.

Meanwhile, month after month, invoices remained unpaid despite broad agreement that substantially more work has been completed than has been paid for.

The question remains simple:
If the work has been done, why hasn't it been paid?

Most people can’t ignore their bills.

Campbell County BOE leadership chose to do just that.

While the balance continued climbing, GCE crews kept building for the students and community.

Then came this statement from BOE attorney Dail Cantrell:

“I don’t know of any reason for the BOE not to approve.”

The question remains:
If there was “no reason” not to approve payment… why wasn’t it paid?

Despite the work continuing for the community, Campbell County leadership continues treating a local business this way with little public explanation.

That statement came from the BOE attorney regarding payment at the Jacksboro Gym project.

So taxpayers deserve a simple question answered:

If there’s no reason not to pay…
why hasn’t it been paid?

Meanwhile:
• No payment has been made since November 2025. The outstanding balance is currently $1,485,247.04.
• The project is approximately 98% complete.
• GCE crews have continued showing up for the students and community despite months without payment

At what cost to the taxpayers?

The Tennessee Prompt Pay Act exists for a reason. Delayed payments can expose public agencies to additional financial liability, interest, and legal costs. In a school system already operating under a multimillion-dollar deficit, that should concern every taxpayer in Campbell County.

This project should never have become political theater.

For months, this project kept moving forward.

But since November 2025, no payment has been made.

The project is now 98% complete, with an outstanding balance of $1,485,247.04.

At what point should taxpayers start asking questions?

Why has payment stopped?
Where is the funding?
Who is accountable for finishing this project?
And is this leadership truly putting students first?

This project matters to our community. That’s why the work continued as long as possible.

But the reality is simple:

Projects cannot be completed without payment.

If you have concerns about how this project is being handled, contact your elected officials and school board representatives. Ask questions. Demand transparency. Hold leadership accountable.

Right place. Right time. 🌈 Double rainbow all the way.

Caught this moment while our crews were working in Gatlinburg during a passing storm. Even on rainy days, the work keeps moving as part of the ongoing maintenance that helps keep one of Tennessee’s most visited destinations looking its best.

In Genesis, the rainbow was given as a sign of God’s promise. Moments like this are a good reminder to pause, look up, and appreciate the beauty He places in front of us, even in the middle of a workday.
