If you are need of water and have your own water containers you can come out to Duey's Plumbing and fill them up at no charge to you. Also if you need a restroom to use we have that too, there is no shower available though. We are located at 2826 S FM 116 Kempner, Tx next to the Moose Lodge. Accessible even after business hours.

Water Distribution System Recovery Update and Planned Disaster Declaration
Copperas Cove, Texas – The City of Copperas Cove continues to monitor the water distribution system following the recent water main break and loss of pressure throughout the system.
At this time, water storage levels have not recovered as anticipated, and continued conservation remains critical. ALL water customers, to include residential and commercial, are strongly asked to limit water use and delay all nonessential water use to allow the system the opportunity to recharge.
The City remains under Stage 4C water restrictions. All residents and businesses are asked to strictly follow these restrictions and conserve as much water as possible while the system recovers. All citizens are strongly encouraged to review and follow the Stage 4C Water Restrictions, which are detailed in the attached documents and available on the City’s website at:

Due to the ongoing water supply emergency and its impact on the City’s water system, the City of Copperas Cove intends to issue a local disaster declaration. Once issued, this declaration will assist the City in responding to the emergency and coordinating necessary resources as recovery efforts continue.
City staff will continue monitoring water storage levels and system pressure throughout the day and will provide additional information as conditions change.
Beginning at 6:00 a.m., water will be available at the Copperas Cove Public Library for residents needing water; one gallon jugs may be filled. Large containers and tanks will not be permitted.
The City appreciates the continued patience and cooperation of residents and businesses as we work toward restoring and stabilizing the water system.

💦⚠️Declaration of Local Disaster and Order for Stage 4C Implementation⚠️💦
Copperas Cove, Texas – The City of Copperas Cove experienced a water main break and a water main valve break on August 16, 2026 and completed repairs by the early morning hours on August 17, 2026. The water main valve break has disrupted water service to the entire water distribution system and the water storage system is not recharging due to continued usage throughout the system. In response, Mayor Dan D. Yancey has issued a Declaration of Local Disaster and an Order for Stage 4C Implementation, both effective August 17, 2026 at 1:00 p.m.
These emergency measures are anticipated to remain in effect until the water system is fully recharged, anticipated to be an approximate 24-hour event.
All citizens are strongly encouraged to review and follow the Stage 4C Water Restrictions, which are detailed in the attached documents and available on the City’s website at

Notification will be provided when the Stage 4C Restrictions are rescinded. Updates will be posted on both the City’s website at www.copperascovetx.gov and on the City's social media pages.
Enforcement – Any person who knowingly or intentionally violates this order may be issued a citation for a Class C Misdemeanor, punishable by a fine ranging from $100 to $2,000.
