From 1990 to 2012, the city of Dixon, Illinois, was secretly defrauded by its longtime comptroller, Rita Crundwell. Using her position of trust, she created a hidden bank account and over two decades diverted more than $53 million in public funds through fake invoices and falsified records.

While city budgets remained tight and services were cut, the stolen money funded a private lifestyle that included a large quarter horse breeding operation, luxury vehicles, farms, and championship-winning horses that made her a leading figure in the equestrian world.

The scheme went undetected for years despite routine audits and public confidence in her financial management. It was uncovered in 2011 when a substitute accountant noticed irregularities, prompting an FBI investigation. Crundwell was arrested in 2012, later pleaded guilty, and was sentenced to nearly 20 years in prison in what is considered the largest municipal fraud in U.S. history.
