Notice to Clients regarding Wind Mitigation inspections and reports
Florida is implementing a revised Uniform Mitigation Verification Inspection Form (OIR-B1-1802, Rev. 04/26) effective April 1, 2026. The update enforces stricter documentation, requiring comprehensive photographic evidence for every claimed credit, reducing reliance on visual assumptions. This shift aims to align premium discounts closer to actual structural resilience.
Key Changes to the 2026 Florida Wind Mitigation Form:
a. Effective Date: Inspections conducted on or after April 1, 2026, must use the new, updated form.
b. Stricter Documentation: Inspectors are now required to provide more detailed, high-quality photos and verifiable proof to support the mitigation features checked on the form.
c. Form Revisions: The OIR-B1-1802 form has been updated (Rev. 04/26) with new items, a revamped structure, and clearer definitions to reduce, ambiguities.
d. Inspectors must now research and define the Wind Speed Zone for the property.
e. Inspectors must now document the primary Roof Slope of the home.
Inspector Training: The update includes stricter standards for inspectors, who may need specialized training to complete the new form.
What Happens to Old Forms? Citizens Property Insurance Corporation will generally accept previous forms (Rev. 01/12) within their five-year validity period, provided no structural changes have occurred.
Focus on Documentation: The change shifts away from general observations, putting a higher burden on providing permits and detailed, documented photos for features like roof attachments and deck.
Key Takeaway from this change: Effective April 1, 2026, the more stringent requirements along with the increased research to document the Wind Speed Zone, additional site work, inspector training, updated software costs, increased liability on the inspector and additional time to complete the new forms will increase the cost of providing the Uniform Mitigation Verification Inspection Form.
