This summer, the FBI fielded reports of cyberattacks on water facilities from utilities in at least seven U.S. states.

In Braham, Minnesota—a town of about 1,800 people—one of those attacks disrupted a pump at a water treatment plant and put the local water supply at risk. Public works crews acted fast, isolating the system, switching to a backup, and getting the plant running again in about 90 minutes. These

Funding is also needed to make the U.S. resilient to hybrid attacks on the critical infrastructure we rely on every day like water.

Water emergencies are no longer rare — they’re becoming routine.

Just a few weeks ago, a citywide crisis in Copperas Cove shut down businesses, cut short the first day of school, and left many residents completely without water while officials worked to rebuild pressure across the system.

According to City Manager Ryan Haverlah, about 87% of the community was hit by low or lost water pressure after two major system breaks over the weekend.

The culprit? Aging infrastructure that’s failing this vital resource. Join WASDA as we fight for more funding to get these older systems up to code.

Join us as celebrate WASDA's "Yesterday & Today" with Past President Jim Fuller. With his 12 years of WASDA service, from leading committees to becoming president, Jim has spent an invaluable amount of time contributing to this association and industry.

"WASDA is an association that provides value. Although we compete with each other, we are all in the same industry with the same regulations. Which makes it really difficult for a single entity to make a real influence without an industry-wide objective."—Jim Fuller, Coburn Supply Company

August's Legislative Update from WASDA

After failing to meet their goals of passing appropriations bills before entering summer recess, both the House and Senate have introduced alternative continuing resolutions (CR) to extend funding until December to prevent a government shutdown. On July 21st, the House passed their CR to extend current funding levels and maintain funding for certain protected programs until December 4th. The Senate has yet to pass their CR, that, if passed, will primarily extend FY26 funding and authorities until December 11th. The Senate hopes to pass the CR before starting summer recess on August 10th.

With the Infrastructure Investment and Jobs Act supplemental five-year water infrastructure funding set to expire Sept. 30, local government and water stakeholders are urging federal lawmakers to reauthorize core water programs and fully fund water infrastructure programs in fiscal year 2027.

“More than $1.2 trillion is needed over the next 20 years to invest in drinking water and wastewater infrastructure. While this investment comes from a variety of sources, Federal funding remains an important tool in ensuring our public health and economic prosperity improves.”—JB Butler of Underground Pipe and Valve Co., Chair of the WASDA Advocacy Committee
