Good Customer called saying he didn't have hot water and when he went to check with his meter it started going off within a foot of the heater, I get there and grab my multi meter and place one lead against the tank and one against a grounded box and sure enough 120 volts to the outer tank 🤔 after killing the power and checking connection i found one leg had grounded to the tank and the ground wire had broken in the wire loom keeping the breaker from tripping, now I'm not an electrician but thats the only plausible explanation I can come up with to why the breaker never tripped and it energized the tank.
