You can help us get to the problem faster without becoming an HVAC technician before we arrive. Start by confirming that the thermostat is on COOL and set lower than the temperature inside. Then check the filter, open any closed vents, move furniture away from return grilles, and make sure the outdoor unit is not surrounded by leaves, weeds, or other debris.
Pay attention to what the system is actually doing. Is the thermostat blank? Is the indoor fan running? Is the outdoor unit silent? Do you see ice or water anywhere?
