This week, the Chattanooga Land Bank Authority approved the donation of six vacant lots in East Chattanooga to three developers as part of the city’s Housing Action Plan. Burgin Homebuilders was selected to develop one of these properties on Koblentz Circle, helping transform long-unused land into a new single-family home.

Through this initiative, homes must be:

• Completed within 18 months
• Sold to a first-time homebuyer
• Priced at or below $230,000
• Kept affordable for a minimum of 15 years

Most buyers know what a perc test is — very few understand how soil composition affects long-term building costs.

Clay-heavy soil (common in this region) can mean:
More expensive foundations
Drainage challenges
Higher prep costs
Even land that percs may still require engineered septic systems.

Why it matters:
Two lots can look identical but differ by tens of thousands of dollars in site work.

🧭 2. Natural Water Flow (Not Just Flood Zones)

Flood maps don’t tell the whole story.
