The team at Gallatin has continued advancing the critical path across Cell 6 completion activities, Cell 8 geologic buffer (GB) placement, electrical infrastructure, and miscellaneous utility work throughout the site.
The most significant milestone achieved this month was the completion of the Cell 6 Compacted Clay Liner (CCL) import and HDPE liner installation in mid-September, which cleared the way for geocomposite installation and allowed the team to protect the underlying subgrade from adverse weather conditions. Cell 6 geocomposite installation is expected to be completed in early October.

For the last three months, the construction team on the TransWest project has progressed with their access road and structure pad gradings while navigating a number of environmental and biological restrictions. For the project’s 2026 Limited Notice to Proceed, the team prioritized an extremely sensitive and remote portion of the project. They have diligently worked with the environmental subcontractor, SWCA, and completed 70 of 95 structure pads and 25 of 31 miles of access roads at the Colorado and Wyoming border.

Earlier in the month of August, crews completed the final placement of roller-compacted concrete (RCC) required for the right embankment buttress on the John Sevier project. This milestone means that the right embankment is now fully protected against scour and no longer requires 24/7 monitoring. Crews worked around the clock for 39 straight days to complete the RCC scope of work.

On the Gross Reservoir Expansion Project, the last few months following the completion of roller-compacted concrete (RCC) in June 2026 have remained fast paced, with new self-perform and subcontract scopes taking off. The team is on track to have the batch plant down and the majority of load out completed in the coming month. On the structures front, crews completed additional placements within the stilling basin that facilitated the next phase of excavation activities, as well as the start and completion of the temporary soil nail walls. The soil nail walls will allow for full excavation for the left abutment retaining wall, while preserving existing penstocks to the valve house and powerhouse. Excavation is nearing completion, with the crew set to start foundation cleaning and dental placements for the retaining wall in the coming weeks. The new ogee and spillway bridge have also taken off. The crews are on track to have seven of the nine ogee blocks, the left and right bridge abutments, and the lower sections of the two intermediate bridge piers completed by the month’s end.

In the 12 weeks since the construction season began, the TransWest team has worked around and mitigated over 20 culturally sensitive finds, eight migratory bird nests with hatchlings, burrowing owl nests, and prairie dog colonies; all of which required the team to secure the site, set up a buffer, and jump to a different section of the project.
