At the Home Builders Association of Georgia, we believe Georgia’s housing challenge is rooted in one fundamental issue: we are not building enough homes to meet demand.

Our state faces a housing shortage of nearly half a million homes, driven in large part by land-use constraints, regulatory barriers, and rising development costs that have made housing less attainable for Georgia families. Any serious policy response should focus on increasing supply and removing barriers to new construction.

SB 463 does neither.

Restricting institutional ownership will not build a single new home. Instead, it risks reducing housing options for working families, including those who are not yet in a position to buy and rely on quality rental housing in their communities.

HBAG spent a long day at the Capitol for Legislative Day 28 “Crossover Day” a critical deadline for bills to be eligible for final passage this year. Several priorities made the deadline, including land development permitting reform (SB 447), private plan review and inspection updates (SB 437), HOA reforms (SB 406), home inspector licensing (SB 458), and construction industry workforce development (HB 1302). Thanks to the Georgia General Assembly for supporting housing affordability and to the HBAG members who engage in these advocacy efforts. You are making a difference!

Congratulations to the Georgia State Senate for their efforts to jump start housing affordability through SB 447 and SB 437, reforms to development permitting. These reforms provide for more transparency around development regulations, clear timelines for permit applications, and a more efficient private pathway. Thanks especially to Sen. Clint Dixon for carrying both measures and to all HBAG members who responded to the Call to Action and contacted your state senators. The bills will now be considered by the State House before final passage.
