نظامٌ بلديٌّ للمعلومات الجغرافية لا يكون أفضل من المسح الذي بُني عليه.
نفّذت النظم المكانية مسحًا للمحاور الرئيسية في محافظات منطقة الرياض — الأرصفة والمسارات والتقاطعات ومعالم الخدمات الظاهرة وأثاث الطريق — وسلّمتها بيانات مُرمّزة ومهيكلة جاهزة للإدراج مباشرةً في نظام المعلومات الجغرافية البلدي.
الصعوبة في العمل البلدي ليست في طريق بعينه، بل في الاتساق: قائمة ترميز واحدة، وشبكة ضبط واحدة، ومعيار تسليم واحد عبر مدنٍ تفصلها مئات الكيلومترات — ليندرج كل محور بانسجام في الطبقة الإقليمية نفسها بعد سنوات.

A municipal GIS is only as good as the survey underneath it.
