Job Title: Quantity Surveyor – Procurement (Facility Management)

About the Role:
SCM Consultancy is seeking to recruit two experienced Quantity Surveyors to support the Procurement Department of a Facility Management operation. The successful candidates will play a key role in managing procurement and commercial activities related to Operations & Maintenance (O&M) contracts, ensuring robust tendering, evaluation and cost control processes.
Key Responsibilities:
• Prepare and manage procurement and tender documentation, including:
• Requests for Information (RFI)
• Pre-Qualification Questionnaires (PQQ)
• Requests for Quotation / Tender (RFQ / RFT)
• Develop and review O&M scopes of work, specifications, and commercial terms.
• Manage the tendering process from inquiry stage through to award.
• Conduct commercial evaluations, including detailed price comparisons and cost analysis.
• Prepare tender reports, recommendation for award and contractual documentation.
• Coordinate with internal stakeholders, consultants, and vendors to ensure clarity and compliance.
• Support negotiations with suppliers and subcontractors to achieve best value.
• Ensure procurement activities align with company procedures, budgets, and timelines.
Candidate Requirements:
• Bachelor’s degree in Quantity Surveying, Commercial Management, or a related discipline.
• Minimum 5–8 years of relevant experience, preferably within Facility Management and O&M procurement.
• Strong knowledge of procurement processes, contract administration, and commercial evaluation.
• Experience in preparing price comparison sheets, cost models, and tender evaluations.
• Familiarity with FM contracts, service agreements, and O&M frameworks.
• High level of competence in Excel, procurement systems, and commercial reporting.
• Strong communication, analytical, and negotiation skills.
• Ability to work independently and manage multiple procurement packages.
