Law enforcement agencies are supposed to protect the people. Tsk. ~ tca
STATEMENT BY JEFRY TUPAS
October 1, 2026
I submitted my affidavit to the National Bureau of Investigation (NBI) on Thursday, October 1, 2026, through Atty. Toby Diokno in Manila.
Before this submission, in the early morning of September 29, 2026, the NBI initiated efforts to bring me to Manila under the pretext that the bureau had received a verifiable threat that I would be abductedâsupposedly by the Dutertes.
NBI personnel led by Voltaire Rovira II, who is publicly identified as the Special Assistant for Mindanao Concerns, offered security to my family and me, which we politely declined.
NBI Director Melvin Matibag himself informed me of the alleged threat and security arrangements during a phone conversation, in which he requested that I meet with him in Manila. I explicitly requested that the NBI send me a formal invitation instead.
Later that day, the NBI issued not an invitation regarding the supposed threat and the security arrangements, but a subpoena ad testificandum dated September 28, 2026. This subpoena commanded me to appear before Director Matibagâs office on October 1, 2026, at 10:00 a.m., "then and there to give the evidence in connection with the investigation being conducted by the undersigned."
The subpoena clearly stated that it sought to âprovide relevant information on the investigation being conducted by this Bureau for alleged violation of RA No. 7080, otherwise known as the Anti-Plunder Act as amended; RA No. 3019, otherwise known as the Anti-Graft and Corrupt Practices Act; and RA No. 9160, otherwise known as the Anti-Money Laundering Act of 2001.â
My affidavit addresses the allegations recently made by dismissed policeman Rodulfo Gracioso Jr. in an affidavit released publicly through the mediaâallegations that are farcical yet deeply outrageous, but easily disputable with facts.
My affidavit itself is strong enough to crush the untruths he shamelessly told, which were presented in a manner that insults basic human intelligence.
Gracioso, brazen in his lies but weak in his ability to deceive, is an embarrassment to the institutions he claims to represent with pride â the Philippine National Police and the Philippine government.
I am also issuing this statement to publicly address the alleged threat that the Dutertes will have me abducted. This is a claim that is simply unbelievable. I am confident that the Dutertes have no reason to cause me any harm.
However, this information is deeply concerning, and I believe it places my safety, and that of my family, in grave dangerânot from the Dutertes, but from other parties.
In fact, what I considered a threat to my security ironically disguised itself as an offer to bring me to Manila for protection.
My family and I have been intimidated and threatened by the presence of unidentified and suspicious individuals around our homes and workplaces. Upon the advice of my lawyers, these incidents are currently being documented.
I am now a private citizen, and my only wish is to be spared from being used as a pawn, tool, or leverage in schemes to persecute Ms. Sara Z. Duterte and the Duterte family. I hope that I will be allowed to live a quiet and simple lifeâaway from the chaos of politics. END
