"The 2026 fuel price shock imposes high, deeply unequal
costs. Drawing on the analysis in Albert et al. (2026), four
key conclusions stand out:
1. The poverty impact is substantial and immediate.
The current ADB-S1 scenario has already pushed
an estimated 1.34 million Filipinos into poverty,
reversing much of the progress made since 2023.
Fuel price stability must be treated as a priority for
social protection.
2. Impacts are regressive and geographically
concentrated. Poor households lose about 16 percent
of their annual household income, while wealthy
households lose 3 percent. Rural areas and some
specific regions—such as BARMM, Bicol, MIMAROPA,
all regions in the Visayas, and much of Mindanao
(excluding the Davao region)—face the largest
increases in poverty from an already high base.
3. Targeted cash transfers through SAPAT represent
the most equitable and cost-effective response.
A single tranche of PHP 6,000 per household,
delivered through the three-track VHE delivery
architecture (totaling PHP 84.0 billion after
deduplication), directly compensates those most
affected while avoiding the regressivity inherent in
blanket fuel subsidies.
4. Responses must be time bound and scalable.
If the crisis prolongs (ADB-S2) or deepens (ADB-S3),
additional tranches are necessary. DSWD’s delivery
systems—4Ps, SocPen, Walang Gutom, SLP—along
with SSS and GSIS registries and new lists of poor
households from CBMS, provide the infrastructure for
rapid deployment. The challenge is to implement the
program before the shock fully manifests as
deeper poverty."

SolarSolutions, in partnership with the Cartwheel Foundation, Inc. and Ateneo de Zamboanga University, has brought solar power to Campo Uno Indigenous Peoples’ Elementary School through the Solar Uplift for Learning and Utilization (SULU) Project.

Through this initiative, we installed an off-grid solar system with battery storage, providing reliable electricity for lights, electric fans, laptops, and a projector—tools that will significantly enhance the learning experience of students in this remote community.

According to the Philippine Institute for Development Studies (PIDS), the current energy crisis disproportionately affects the poor, pushing an estimated 1.3 million Filipinos into poverty. This reality drives our mission. As a social enterprise, we make a deliberate choice to serve the most underserved communities by harnessing the power of renewable energy.

The Lumad schoolchildren of Campo Uno continue to pursue their education despite the challenges.
