ERC Pushes Sweeping and Comprehensive Reforms on Behind the Meter Programs

PASIG CITY — The Energy Regulatory Commission (ERC) has proposed comprehensive reforms to accelerate the adoption of demand side programs such net-metering (NM) and distributed energy resources (DER), introducing faster approvals, lower costs, and expanded access for electricity consumers.

The draft framework aims to streamline administrative processes, remove technical and cost barriers, and broaden consumer participation as the ERC scales up renewable energy adoption and advances a more inclusive, consumer-driven power sector.

Based on ERC data as of 30 June 2026, there are 23,684 net-metering prosumers with a combined capacity of 232 megawatt-peak (MWp), and 181 DER participants with 226 MWp—figures the ERC aims to significantly increase under the proposed rules.

ERC Chairperson and CEO Atty. Francis Saturnino C. Juan said the initiative is part of the Commission’s push to modernize regulation and empower consumers.

“We are removing the barriers that have long prevented consumers from participating in the energy transition. These reforms make it faster, more affordable, and more accessible for Filipinos to generate their own power, while ensuring that the system remains fair, reliable, and responsive to the needs of the public,” Chairperson Juan said.

Under the proposed rules, interconnection timelines for net-metering applicants will be reduced to 10 working days from 20, with automatic or “deemed” approval if distribution utilities (DUs) fail to install bidirectional meters on time.

Moreover, the framework allows digital submissions and e-signatures with full legal validity, eliminating notarization requirements and reducing processing delays and costs.

To address affordability, the ERC shall revisit the additional cost imposed for residential bidirectional meters and recognize CFEI receipts as proof of compliance if processing exceeds seven working days, in line with the Joint Memorandum Circular of the DOE, DILG and DPWH.

The ERC is also looking at exempting small-scale systems from costly technical studies, with testing requirements limited to essential safety checks and the option of waiver-based interconnection.

In addition, the draft introduces multi-site crediting, priority dispatch for renewable energy in off-grid areas.

Further reforms include optional Renewable Energy Certificate (REC) metering, REC ownership, removal of the 1-megawatt DER cap, and the inclusion of contestable customers in NM and DER programs, with all applications for Certificates of Compliance (COC) to be processed fully online.

These reforms align with the Commission's shift toward anticipatory, forward-looking regulation, aimed at enabling a more adaptive and consumer-driven energy future. # # #

Good morning! 🌞 We got an early morning message from one of our clients way back in 2018-2019. Asking for her log-in credentials in our online monitoring app. To my surprise, her system is one of our oldest installations with continuous active online monitoring in our system. WOW! Imagine yung 4.32kWp na system naka pag produce na ng 27.25 Megawatt Hour. Partida, may shading pa itong area nila maam kasi katabi nila mataas na building kaya I remember ito ang rason bakit nag microinverter siya. Almost 9 years continuous production na walang issue! And when I check her system, pumapalo na kaagad ng 25% production wala pang alas otso ng umaga. 😲 Simple pa lang ang monitoring wala pa kasing CT Sensor noon ang DTU sa grid-side, production lang talaga ang nakukuha, pero module level monitoring (voltage, current, frequency, at temperature) naman, bawat isang panel alam kung ilang ang production. Yan ang advantage ng Hoymiles Microinverters. Pangmatagalan at walang problema! 💪👏👏👏

READ | DILG to LGUs: Fast-track net-metering applications to boost renewal energy adoption

In line with President Ferdinand Marcos Jr.’s directive to accelerate the country’s shift to renewable energy, the Department of the Interior and Local Government (DILG) is calling on all local government units (LGUs) to simplify and streamline the process of applying for net-metering installations.

Net metering, established under Republic Act No. 9513 or the Renewable Energy Act of 2008, allows households and businesses that generate their own electricity, such as through solar panels, to sell their excess power back to the grid. This system helps diversify the country’s energy mix while enabling consumers to reduce their electricity costs and recover investments in renewable energy systems.

To support this initiative, the DILG, together with the Department of Energy (DOE) and the Department of Public Works and Highways (DPWH), recently signed Joint Memorandum Circular (JMC) No. 001, series of 2026. The JMC provides clear guidelines to ensure faster, simpler, and more consistent processing of net-metering applications nationwide.

Under the JMC, LGUs are required to streamline documentary requirements and standardize processing timelines for net-metering installations in existing residential, commercial, and industrial establishments.

Electrical permit applications must be processed within three working days, while Certificates of Final Electrical Inspection (CFEI) must be issued within seven working days, in accordance with Republic Act No. 11032 or the Ease of Doing Business (EODB) Law. The JMC also enforces a “no additional requirements” policy and ensures the application of deemed approval in cases of inaction within prescribed periods.

LGUs are further encouraged to explore the use of digital solutions and strengthen internal data-sharing mechanisms to improve efficiency and reduce processing delays.

The DILG will oversee the implementation of the JMC in coordination with DOE and DPWH, including the conduct of capacity-building initiatives and compliance monitoring through the Ease of Doing Business Online Monitoring System.
