Actually required na dapat ito (Rainwater detention systems) sa bawat BARANGAY (At least) kasi this is already incentivized by law!

It’s Republic Act No. 6716 (The Rainwater Collector and Springs Development Law), which mandates the construction of rainwater collectors and wells in all barangays.

"But few LGU's enforce or implement such law"
