Code-based design follows the prescriptive requirements of NSCP 2015 using mainly elastic analysis methods such as equivalent static analysis, response spectrum analysis, and linear time-history analysis. Its primary objective is to satisfy code limits for strength, drift, stability, and detailing, thereby providing an acceptable minimum level of life safety.

Performance-based design, on the other hand, goes further by evaluating how the structure is expected to behave at different earthquake hazard levels. It uses nonlinear static or nonlinear time-history analysis to estimate yielding, damage concentration, residual deformation, and collapse potential. The design is then checked against explicit performance objectives such as Immediate Occupancy, Life Safety, and Collapse Prevention.

Therefore, code-based design asks whether the structure complies with prescribed requirements, while performance-based design asks how much damage will occur and whether the resulting performance is acceptable.
