REA153_Balika Regeneration™| D02 From Proof of Concept to Institutionalizing Regeneration

An upfront experience of Palma House, Maka Earth Academy, and Arasanti Sacred Sanctuary gave our learners from the vulnerable province of Quezon, something more powerful than a lecture: proof that it is possible.

These projects demonstrate that regenerative architecture and rammed earth are not merely ideas. They can be engineered, permitted, built, occupied, and made to stand proudly as holistic regenerative solutions.

And the most moving part came at the end of the tour and discourse.

During our reflection session, the provincial and municipal Technical Working Group (TWG) officers themselves: Building Official, Municipal Engineers, MENRO Officers, DRRM Officers, and Quezon Provincial Officers, raised in unison the possibility of preparing a Resolution supporting the advocacy of regeneration and rammed earth construction.

They are now exploring how this Ancestral Intelligence can be adapted to identify and develop appropriate DSWD KALAHI-CIDSS intervention projects in their communities—from schools, evacuation centers, and housing, to soil erosion control and even the potential application of rammed earth in coastal protection walls.

This is the moment an advocacy begins to move beyond advocacy.

It begins to become institutionalized.

Soon, we will visit these municipalities—not simply to bring solutions, but to learn from their places, recover their local ecological intelligence, and co-create better regenerative solutions with their communities.

From ancestral knowledge, to proof of concept, to policy, to community action.

This is Balika Regeneration.

Why Must an Ancient Material That Has Endured for Thousands of Years Be Measured by the Standards of Industrial Concrete?

After Day 01’s discourse on Balika Regeneration, we had an engaging and insightful discussion with learners from Quezon Province—engineers, building officials, and DRRM officers whose roles are vital in implementing interventions across their municipalities.

Several important questions emerged:

How can we meaningfully use natural materials—some with hundreds, even thousands, of years of demonstrated use—if our regulations are not yet designed to fully recognize how they perform? And if we are serious about promoting Nature-Based Solutions, is our regulatory framework ready to understand, measure, and validate the unique performance of these materials?

It is like asking clay to behave like granite, or pitching bamboo and timber to perform like steel. They have different properties, different strengths, and different ways of responding to forces and environmental conditions.

Our Building Code and structural standards have largely evolved around standardized industrial materials such as concrete and steel. Earthen, bamboo, and timber systems behave differently—not necessarily less competently, but differently.

Some of these materials and construction systems have endured for centuries—some forming UNESCO World Heritage Sites across different parts of the world—carrying buildings, cultures, and communities across generations. Their longevity is not a substitute for engineering, but it is evidence worth studying, measuring, validating, and translating into contemporary standards.

How can we expect Nature based Solutions to flourish if the regulations are not yet ready to understand what they can offer?

The challenge is not to make nature behave like concrete. The challenge is to make regulation understand the performance of nature—and recognize what these materials can offer to the problems we urgently need to solve TODAY.

Today, I am teaching government officers from DSWD KALAHI-CIDSS Region IV-A, many of whom come from the province of Quezon, as part of a 5-day workshop on regeneration.

This is a significant milestone for Balika Regeneration—bringing the idea of Ancestral Intelligence into the work of government and, ultimately, into communities at the margins of the eastern seaboard: places facing some of the harshest typhoons arriving from the Pacific.

Quezon is not only rich in natural resources. It is rich in Traditional Ecological Knowledge—knowledge shaped by generations of living with forests, rivers, soil, seasons, storms, and the sea.

Our task is not simply to teach.

It is to listen, recover, translate, and learn together.

Because perhaps the knowledge needed to build more resilient communities tomorrow is knowledge that communities have carried for generations.

Today, we will learn together.

Concrete is the monster that doesn’t look like a monster. It builds cities, protects communities from climate threats, and supports modern life branded as sustainability yet its production fuels the environmental crisis it claims to address.

Sustainability cannot be measured by labels or intentions alone. If reducing harm in one place means shifting pollution, resource extraction, and displacement to another, the problem has only been relocated. True sustainability demands solutions that consider their full environmental and social impact.

Progress should not come at the expense of unseen communities or ecosystems, because a solution that creates new victims is not truly sustainable—it is simply a hidden form of destruction.
