Te Rūnanganui o Ngāti Porou (TRONP), the post-settlement governance entity for Ngāti Porou, says the government’s move to broaden the focus from woody debris clean-up to long-term land-use transition is an encouraging direction for Ngāti Porou and the wider Tairāwhiti region.

TRONP Interim Chief Executive Henare Walker says Ngāti Porou has been calling for a much longer-term conversation about the future of the region.

“We have been saying that Ngati Porou cannot keep focusing only on cleaning up after each major event. We have to deal with the bigger question of what land use should look like across the rohe and how we protect our whenua, our people and our economy for the future.”

“The Government needs to consider what commitments and structures already exist with Ngati Porou to determine the best spend and use of this significant contribution to our significant problem”

“The proposed pilots are particularly important because the government says what is learned from them will help shape future policy and funding decisions. If that is the case, Ngāti Porou needs to decide what is tested, where the priorities lie and what success looks like.”

“For Ngāti Porou, the important thing now is making sure we are part of shaping that transition from the outset, so the decisions being made today deliver lasting benefits for our whenua and our people.”

Tairāwhiti Whenua | What hope is there for Tairāwhiti?

More than three and a half years after Cyclone Gabrielle, significant questions remain about how we manage our vulnerable landscapes, support land use transition and protect the long-term wellbeing of our whenua, communities and livelihoods.

The article acknowledges the work undertaken to date, while also reflecting the growing frustrations around the pace of progress and the need to move beyond recovery and towards lasting solutions.

Importantly, it reinforces that Tairāwhiti landowners must have a meaningful role in shaping the decisions that affect our whenua and our future.

More than three and a half years after Cyclone Gabrielle, Tairāwhiti deserves confidence that the next major storm will not undo its recovery. Millions have been spent on fixing roads, bridges and clearing debris and sediment. That work matters, but repairing damage and rebuilding is different from

What will our whenua look like in 50 years? TRONP says Ngāti Porou must help shape the answer

Te Rūnanganui o Ngāti Porou (TRONP), the post-settlement governance entity for Ngāti Porou, says the region cannot keep cleaning up after disasters while leaving the bigger question unanswered — what should Ngāti Porou land look like in 30, 50 or 100 years?

TRONP Interim Chief Executive Henare Walker says decades of government policy, forestry decisions and regulation have helped shape the land-use system the region is dealing with today.

“We cannot keep putting bandages on the same wound,” Walker says.

“Forestry will continue to have a place here, but we need to be talking about the right tree, on the right land, for the right reasons — and Ngāti Porou needs to be part of those decisions from the beginning.”

Walker says responsibility across Tairāwhiti is complex because landowners, forest owners, lessees and forestry operators may all be different parties. TRONP is not the same as any of them, but as the post-settlement governance entity for Ngāti Porou, it has a key role in the bigger conversation about the future of the region.

He says many of the current land-use settings were shaped over decades by government policy and intervention, so the Crown also has a role in helping create the pathway forward.

“If Government policy helped shape the system we have today, then Government needs to be part of changing it.”

TRONP is calling for a coordinated, long-term approach covering land-use transition, restoration, infrastructure and economic development, with the Crown, Council, hapū and landowners working together.

“We do not want decisions about our future made somewhere else and brought back to us afterwards.

“The future of Ngāti Porou whenua must be shaped with us — and led by the people who will live with those decisions for generations.”
