This is the stem of a gigantic cantilever retaining wall after the base has been casted alongside the toe beam.
The dense arrangement of steel reinforcement bars (rebar) is not simply about using “more iron”—the bar diameter, spacing, lap lengths, anchorage, concrete cover, and proper tying must all comply with the structural design.

The reinforcement cage is designed primarily to help the concrete resist tension and bending, while the concrete provides much of the compressive strength. The timber formwork then provides the temporary shape and support needed until the concrete gains sufficient strength.
