Component 1: Strengthening of the administrative capacity for implementation of Waste Framework Directive (WFD) at the central and local level through further development of legislation, guidelines and relevant training, including:
1. Review and comparative analysis of the national legislation vs EU acquis
2. Support of the alignment process of the national legislation in relation to WFD and prepa
ration of relevant guidelines
3. Institutional review and assessment of the administrative capacities for implementation of waste legislation
4. Develop and conduct tailor-made training programme on waste related legislation and procedures for implementation of WFD
5. Component 2: Enhancing the administrative capacity of the waste management staff for implementation of Waste Electrical and Electronic Equipment Directive (WEEED) at the central and local level
1. Assessment and gap analysis of the national legislation in relation to implementation of the WEEED
2. Strengthening of domestic legislation in relation to implementation of the WEEE
3. Assess the administrative capacities on central and local level for implementation of LoWEEE
4. Develop and conduct tailor-made training programme on waste related legislation and procedures for implementation of WEEED
5. Component 3: Strengthening administrative capacity for implementation of Packaging and Packaging Waste Directive (PPWD) and Waste Batteries and Accumulators Directive (WBAD)at the central and local level
1. Review of the legislation in relation to implementation of the PPWD and WBAD
2. Strengthening of domestic legislation in relation to implementation of the law on Management of Packaging and Waste Packaging (LoMPWP) and Management on Batteries and Accumulators and Waste Batteries and Accumulators (LoMBAWBA)
3. Assess the administrative capacities on central and local level for implementation of the law on Management of Packaging and Waste Packaging (LoMPWP) and Management on Batteries and Accumulators and Waste Batteries and Accumulators (LoMBAWBA).
4. Develop and implement tailor-made training programme on waste related legislation and procedures for central and local level staff relevant to implementation of the LoPWP and LoBAWBA.
