Nairobi approved Phase I of its Metropolitan Mass Rapid Transit System last week — an underground rail core through the CBD linking to a 25-station Eastlands line, with backing from both the county and national government.

It's a genuinely significant step. It's also the kind of announcement Nairobi has made before.

The city's Bus Rapid Transit project was contracted in 2020, expected to open in 2022, and still isn't fully operational — stalled repeatedly by unpaid contractor certificates and, most recently, the cancellation of a US-backed financing package. If a surface bus corridor couldn't secure consistent funding for six years, the financing question for an underground rail system deserves real scrutiny, not just optimism.

I've written a full analysis for anyone tracking this — what the project could genuinely deliver for Nairobi's mobility, what history suggests we should watch for, and the specific signals that would separate this from past unfinished promises.
