WHY WAS THE ROLLER BROUGHT LATER FOR COMPACTION AFTER CULVERT INSTALLATION?

Some members of the public have asked why the compactor (roller) was not brought immediately after the culvert installation works. We would like to clarify that this was done in accordance with sound engineering practice and construction standards.

A culvert installation involves the use of concrete in critical components such as headwalls, wing walls, aprons, and other structural elements. Concrete does not achieve its full design strength immediately after placement. Under normal engineering standards, concrete continues to gain strength over time and is generally considered to have attained its design strength after approximately 28 days of curing.

For this reason, contractors do not rush to subject newly constructed concrete structures to heavy loads and vibrations from compaction equipment. A waiting period is often necessary to allow the concrete to cure properly and develop adequate strength.

The 28-day curing period is important because it:

✔ Allows the concrete to gain its required structural strength.
✔ Reduces the risk of cracking and structural damage.
✔ Enhances the durability and lifespan of the culvert.
✔ Ensures the structure can safely withstand compaction activities and traffic loads.
✔ Complies with accepted engineering and construction standards.

The roller was therefore mobilized after the culvert had attained sufficient strength and was ready for the next stage of works. This was not a delay but rather a planned activity within the construction programme.

Construction projects are implemented according to approved work schedules and engineering procedures. Every activity has its sequence. Excavation comes before installation, installation comes before curing, curing comes before compaction, and compaction comes before the final road finishing works.

As contractors, we do not work based on assumptions or pressure. We work according to engineering designs, specifications, quality requirements, and approved work programmes to ensure that the final product is safe, durable, and fit for purpose.

WHY THE PEOPLE OF ADU–KADZANDANI ROAD SHOULD APPRECIATE THIS PROJECT

As the contractor undertaking the improvement works on the Adu–Kadzandani Road, we would like to provide clarification on the scope of works and the achievements made so far.

First, it is important to understand that the contract was for the grading of approximately 6.5 kilometres of road. The gravelling component was not intended for the entire road length. The contract specifically provided for "patch murram" works, meaning that only selected sections of the road identified as critical were to receive gravel.

At the commencement of the project, the condition of the road was extremely poor. Many sections had deteriorated significantly, making transport difficult for motorists, boda boda operators, school-going children, farmers, and the entire community. In fact, the road had gone for approximately three years without grading, leading to severe surface deterioration.

According to the contract documents, only about 800 metres of the road was earmarked for gravelling. However, in the spirit of serving the community and improving accessibility, we went beyond the minimum contractual requirements by utilizing available resources to patch and improve additional sections of the road and nearby access roads where possible.

The project has achieved the following:

✔ Restoration of the road surface through grading.
✔ Improved accessibility for residents and road users.
✔ Reduced vehicle operating costs and travel time.
✔ Enhanced drainage through culvert installation and drainage improvements.
✔ Additional patch gravelling beyond some of the specified sections.
✔ Improved safety and passability during both dry and rainy seasons.

We also acknowledge that there remains a section requiring gabion works to permanently address drainage and erosion challenges. However, gabion construction was not included in the original contract scope and Bill of Quantities. Such works would require separate design, approval, and funding.

While no project is ever perfect and infrastructure improvements are always a continuous process, we are proud of the work delivered under the available budget and contractual scope. The transformation from the road's previous condition to its current state is evident to anyone who uses it regularly.

Development is achieved step by step. What has been completed is a significant improvement compared to the condition that existed before the project commenced. We therefore thank the residents of Adu, Kadzandani, and the surrounding areas for their cooperation and support throughout the implementation period.

WHY WAS THE COMPACTOR (ROLLER) WORKING DURING THE DAY AND INTO THE EVENING?

We have received concerns from some members of the public regarding the compactor (roller) that was observed working until approximately 8:00 PM. We would like to clarify that this was a normal construction operation carried out in line with project requirements.

The roller was mobilized and started work at around 11:00 AM. As with any construction equipment, it was necessary for the machine to complete its scheduled daily working hours and assigned compaction activities. Consequently, the operation continued throughout the day and into the evening, ending at approximately 8:00 PM.

It is important to note that the roller was not operating throughout the night. Rather, it worked during normal daytime hours and extended into the evening to complete a critical stage of the construction process.

Compaction is one of the most important activities in road and culvert construction because it:

✔ Strengthens the road foundation and embankment.
✔ Prevents future settlement around the culvert structure.
✔ Reduces the risk of potholes and road failure.
✔ Increases the durability and lifespan of the road.

In many construction projects, stopping compaction before a section is completed can affect efficiency and lead to unnecessary delays. For this reason, contractors often complete the planned compaction works before demobilizing the equipment.

Additionally, construction activities are often scheduled to support traffic flow management. On roads with regular traffic, extending work into the evening can help reduce disruption during peak hours and allow projects to progress more efficiently.

This practice is common not only in Kenya but also across the world. In countries such as China, major road, bridge, and highway projects frequently operate during both day and evening hours to meet project timelines, improve efficiency, and minimize inconvenience to the public. Similar practices are observed in many developed and developing countries where infrastructure delivery is a priority.

The use of a roller until 8:00 PM should therefore be viewed as a demonstration of commitment to completing the work efficiently and to the required engineering standards, rather than as an unusual occurrence.

WHY ARE WE USING A SHOVEL MACHINE ON THE CULVERT ROAD PROJECT?

Some members of the public have raised concerns about the use of a shovel machine (wheel loader) during the construction of the culvert. We would like to clarify that the use of a shovel machine is a standard and efficient engineering practice in road and drainage works.

The shovel machine plays a critical role in transporting, spreading, and levelling fill material around and over the culvert structure. After the installation of the culvert pipes, approved backfill material such as murram, gravel, or selected fill must be carefully placed and distributed to restore the road formation and provide adequate support to the structure.

The shovel machine is used to:

✔ Transport fill material from stockpiles to the work area.
✔ Spread material evenly over the culvert and adjacent road sections.
✔ Level the surface to the required formation levels.
✔ Assist in shaping the road profile and drainage slopes.
✔ Improve efficiency and reduce construction time.
✔ Prepare the surface for proper compaction by rollers.

Using a shovel machine does not compromise quality. On the contrary, it ensures uniform distribution of material, enhances productivity, and helps achieve the required engineering standards. The work is carried out under technical supervision to ensure that the culvert is protected and that all filling and levelling operations are performed correctly.

Modern construction combines skilled personnel with appropriate machinery to deliver durable and high-quality infrastructure. Every piece of equipment on site has a specific purpose, and the shovel machine is an essential component in achieving a strong, safe, and long-lasting road structure.

Quality is measured by adherence to engineering standards and the durability of the finished project, not by misconceptions about the equipment being used.
