🚨 E-SCOOTER ENFORCEMENT & SAFETY WARNING 🚨

Illegal. Dangerous. Costly.
We are continuing to receive reports from members of the public regarding young people riding e-scooters recklessly in and around Selby town centre.
In recent weeks, neighbourhood officers have stopped a number of young people using e-scooters in public places. Reports include riders travelling at speed through busy pedestrian areas, using pavements, and riding in a manner that puts both themselves and others at risk.
What does the law say?
Many people are unaware that privately owned e-scooters cannot be legally used on public roads, pavements, cycle lanes, parks or other public places. They may only be used on private land with the permission of the landowner. Riders found using them unlawfully may be liable for enforcement action, including fines, penalty points and the seizure of the e-scooter.
While some areas of England operate government-approved rental e-scooter trials, there are no rental e-scooter schemes operating in the Selby area. This means that if you see an e-scooter being ridden in public in Selby, it is being used illegally.
Thinking Ahead to Christmas?
Before purchasing an e-scooter for yourself or as a Christmas present for a child or young person, we would urge you to consider the legal implications.
An e-scooter may seem like an exciting gift, but in reality, it could become an expensive and disappointing mistake. As there are no authorised rental schemes in Selby, a privately owned e-scooter cannot be legally ridden in public. If it is used unlawfully, police may take enforcement action, and the scooter could be seized.
Why Are We Concerned?
E-scooters can cause serious injury to riders, pedestrians and other road users, particularly when they are:
Ridden on pavements or in pedestrianised areas.
Used at excessive speeds.
Ridden without due care and attention.
Carrying passengers.
Used without regard for road traffic laws.
A collision involving an e-scooter can have life-changing consequences for both the rider and innocent members of the public.
Parents and Guardians
Please speak to your children about the law and the risks associated with e-scooter use. What may appear to be harmless fun can quickly result in injury, police involvement, fines, or the loss of an expensive e-scooter.

The Local Transport team will also be holding an in-person event at Selby Market on Monday 12th October, 9am to 3pm for those who would like to share their views.

Share your views as part of the Mayor's Local Transport Plan consultation. Transport is about much more than getting from A to B. It connects us to family, friends, educations, jobs, healthcare and leisure.

Funding opportunity: Rural Digital Inclusion Grant

The scheme will support organisations to develop Digital Champions amongst their staff and volunteers to help North Yorkshire residents access essential online services through building their digital skills and strengthening their financial resilience.

The primary aim of the scheme is to support individuals and households to build greater financial resilience. Projects should therefore demonstrate how their activity will help people access support, reduce financial pressures, increase income, improve financial wellbeing, or prevent individuals from reaching crisis point. Digital inclusion activity should support these outcomes by helping people overcome barriers to accessing essential online services and opportunities.

Being online is increasingly essential for accessing Council and other cost of living support services, benefits, employment opportunities, advice and wider support. This fund is looking to support projects that help people overcome digital barriers whilst building greater financial resilience for individuals and households.

The programme will provide organisations with the opportunity to develop their own Digital Champions through free training delivered as part of the scheme.

Grants of up to £10,000 are available to eligible organisations delivering activity for the benefit of North Yorkshire residents. A total of £200,000 is available through the fund for 2026/27.

WHO CAN APPLY
Applications are welcome from:
• Registered charities
• Community groups
• Social enterprises
• Faith organisations
• Parish and town councils
• Other voluntary, community and social enterprise (VCSE) organisations.

Applicants must:
• Operate within North Yorkshire or for the benefit of North Yorkshire residents
• Demonstrate alignment with the fund objectives and principles
• Be able to meet monitoring and reporting requirements.

It enables people to access advice, manage household finances, apply for jobs, connect with services, learn new skills and stay informed.

Up for Yorkshire Training Offer

The course is being delivered by Up For Yorkshire and the STEPUP (Skills to Empower People and Unlock Potential) programme is part of the Skills Innovation Fund, funded by the York and North Yorkshire Combined Authority, through Better Connect.

The course is open to anyone who is looking to upskill or re-skill, are an adult resident in North Yorkshire and have a National Insurance number along with the current right to work in the UK. Importantly, the STEPUP courses aim to help people re-engage with learning, so participants must not currently be enrolled in any other learning or courses.

It is really important that we keep this asset going as any stats will help us campaign for safer roads and speed improvement measures for the area.
