The revised National Planning Policy Framework (NPPF) has now been published, bringing some of the most significant planning policy changes in recent years.

The updated framework introduces National Decision-Making Policies (NDMPs), stronger support for development around well-connected transport hubs, a new category for medium-scale developments, and measures aimed at speeding up planning decisions.

Alongside the revised NPPF, the government has also released the long-awaited 2024 and 2025 Housing Delivery Test results, which could have important implications for housing delivery and planning applications across many local authority areas.

🏠 Big changes are coming for landlords in England and Wales.

From 1st October 2030, rented homes will need to meet the equivalent of an EPC C rating – but the way EPCs are assessed is changing too. Instead of one overall score, properties will be judged across three separate metrics: fabric performance, heating systems, and smart readiness.

The key takeaway? Fabric performance (insulation, windows, draught-proofing) is non-negotiable – it's the metric every landlord will need to address first.

2030 might feel a long way off, but the improvements involved take time and money, and spending from October 2025 already counts towards cost-cap exemptions. The earlier landlords start planning, the more options they'll have.

Have you received a survey access request from a developer, utility company or infrastructure promoter?

A recent High Court ruling has raised important questions about how promoters can obtain access to land for surveys and investigations. The judgment could have significant implications for landowners, farmers and rural businesses affected by infrastructure, energy, transport and utility projects across England and Wales.

Importantly, the Court found that broad, open-ended survey notices may not be lawful, reinforcing the need for access requests to be specific and proportionate.

For anyone affected by projects such as electricity transmission schemes, energy infrastructure, transport projects or other major developments, this case is a timely reminder of the value of obtaining specialist compulsory purchase advice at the earliest stage.
