Fly-tipping on housing estates is often treated as a behaviour problem, but it is just as often a sign of infrastructure failure.

In practice, it tends to build up where recycling bins are easily contaminated, collections are missed, bins overflow, bulky waste services are absent, and bin areas are accessible to non-residents.

That is why enforcement on its own rarely fixes the problem. At Dale Court in Kingston upon Thames, rethinking the waste infrastructure helped reduce fly-tipping by 80%.

Tenant Satisfaction Measures reveal issues, they don’t create them.

Low TSM scores around cleanliness, neighbourhood contribution and anti-social behaviour, consistently point to the same underlying conditions: pressured communal areas, poorly functioning waste spaces and environments that no longer work for estates right now.

TSMs make these issues visible to housing boards and regulators, but residents have been living with them for much longer.
