Important update for Part L photographic evidence

From 1st October 2026, stricter requirements will apply where photographic evidence for SAP calculations and EPC lodgements is missing or incomplete.

Previously, if photo evidence was missing, a developer’s signed declaration could be enough to lodge the EPC.

Under the new process, the building control officer must co-sign a declaration confirming they are satisfied that the construction specification was followed.

This only affects projects where evidence is missing or incomplete.

If your Part L photos are complete, sufficient, and verified by a SAP assessor, your project is unaffected.
