This is the second significant HDPE pipe installation performed by Dean forces within a two-week period. This level of production would not be possible without the 24/7 efforts of our crews and the schedule-driven guidance of Project Manager, Justin Soudant.

The project is located in Georgina, Ontario which is located on Lake Simcoe.

This phase of the Region of York’s Georgina Water Treatment Plant upgrades consisted of 1400 lineal meters of twinned 10” diameter HDPE casing pipes ballasted with 332 mated concrete collars and installed in a dredged trench which is shared with the previously installed outfall pipe.

Turbidity levels during dredging were monitored and reported to the engineer and Owner in real-time with no exceedances experienced. Site documentation was cloud-based, with access provided to all relevant parties.

Water depths at the installation ranged from 4m at the connection to the onshore shaft to 16m at the intake structure. All diving on the site was performed by Dean’s in-house dive teams, who have become a huge competitive advantage in the six months they have been part of the Dean team.

The connection to the onshore shaft was accomplished using a stainless-steel casing pipe installed through a hole which was core-drilled through approximately 1m of concrete with the drilling completed in-the-wet. The pipe-to-concrete anulus was sealed with grout to achieve water-tightness.

The site had an extremely limited lay-down area, as evidenced in the accompanying pictures.

The backfilling of the trench and accessory attachment at the intake will be completed shortly.

Outstanding work by the Dean crews.

Dean Construction recently completed the waste water outfall portion of our project in Georgina, Ontario for the Region of York.

The work involved excavating a trench that transitioned from an on-shore chamber into Lake Simcoe. Dean crews then supplied, fused and installed a 200m long, 26" diameter HDPE pipe in the trench. Concrete collars were installed at 5m intervals.

The connection to the onshore chamber (approx. 4m under the water level) was achieved through holes core-barrel drilled through the concrete chamber walls and then sealed by Dean's in-house dive teams.

The treated water is discharged through a custom fabricated HDPE diffuser section with three, 16" diameter ports.

Land access for the works was extremely limited and weather-based delays were a big factor. Regardless, under the direction of Justin Soudant, Dean day and night shifts worked extended 24/7 shifts to bring this section of the project in on time and on budget.

Fantastic job, people.

Dean Construction will have a two-crew commercial diving division in place and functional this Spring.
We're excited to bring these new personnel, capabilities and efficiencies in-house.
In the long-term, these investments and new faces will make Dean even more competitive.

Dean Construction completed the 2025 works for the water intake structure at Ontario Power Generation's Darlington New Nuclear Plant in October. Completion of this work on schedule and budget required the 24/7 dedication of Dean's crews

The 2025 works included the dredging of the intake footprint, the drilling of the shaft for the intake riser, as well as the supply and placement of the steel intake liner and its sealing to the bedrock.

Dredging of the hard (blow counts in excess of 100 BPF) glacial till at the intake footprint required the use of a vibrating ripper tooth and the subsequent excavation using rock buckets and a hydraulic clamshell bucket. All of the pre-treatment and excavation was performed with Dean's 190t hydraulic excavator from a spud barge. Approximately 5m of till was removed and the bottom of the excavation was in water depths exceeding 19m.

The shaft for the intake liner was drilled using an array of holes created with a down-the-hole cluster bit. The finished inner diameter of the shaft was 8m and required the removal of approximately 16m of bedrock.

The 6m inner diameter steel intake liner and its cap were fabricated in Hamilton and delivered by barge to the site. It was inserted in the shaft and it's anulus sealed with concrete.

Dean's 2026 works on the site will involve pressure-testing the liner, constructing the base for the intake structure, installing the precast concrete intake modules, removing the liner's cap and placing the final section of the intake.

All of us at Dean would like to thank Aecon and Ontario Power Generation for the opportunity to work on such a unique, legacy project.

Dean Construction completed the installation of twenty-two outfall risers for Ontario Power Generation's Darlington New Nuclear Project in September of 2025. These outfall structures will discharge warm water from the new power plant at a depth and location which protects the environment.

The 1.036m diameter, stainless steel risers were approximately 19m long and installed in Lake Ontario, with water depths averaging 12m.

Sacrificial steel liners were installed through the glacial till and seated on the bedrock. Rock drilling was accomplished in a single pass using a down-the-hole cluster bit. The liners were fabricated off-site and then barged to the site and inserted in their respective holes. Their annuli were then grouted to seal the liner-bedrock interface. Protective rock scour protection was then placed on the lake bed around each riser.

In the future, the tunnel boring machine will pass by each of the risers' bottoms and workers will mine from the tunnel to the risers connecting them. When tunneling operations are complete Dean will return to the site, open valves on the risers and flood the tunnel. When flooding is complete, caps at the tops of the risers will be removed and the outfalls will be functional.

Dean Construction is very proud to be involved in this nation-building enterprise and look forward to more such works.
