Representing EBC inc., Michael Scott Jolly is an Office Engineer on Metro Vancouver’s Stanley Park Water Supply Tunnel Project, bringing fresh perspective and strong technical curiosity to the Burrard-Chilco Partnership (BCP) team.

Michael joined the project during the pre mobilization phase in 2024, completing an internship with EBC inc. After graduating with a degree in Civil Engineering, he was invited to return to the team full time—an opportunity he was excited to accept. Now, with nearly one year in the construction industry, Michael is building a solid foundation in complex infrastructure delivery.

In his role as Office Engineer, Michael thrives on exposure to diverse engineering challenges and values learning from the depth of knowledge across the project team.
Michael has strong personal ties to Thailand, one of the most interesting places he’s visited, thanks to extended family living there. A tradition that remains close to his heart is Thanksgiving gatherings, where catching up with friends and family over great food is always the highlight.

When it comes to downtime, Michael enjoys a steak dinner (any variation will do), appreciates movies and TV shows—especially the artistry behind visual effects—and unwinds by swimming in a river on hot days or relaxing with herbal tea when the weather turns cold.

A fun fact most people don’t know: Michael can play the bagpipes, a skill he developed through years of training as an army cadet. His favourite season is fall, when colourful scenery meets the first cool air after summer, and at home he’s kept company by Milo, his tuxedo cat.

Michael’s early career is just getting started, but his curiosity, adaptability, and enthusiasm for learning make him a valued part of the BCP team as they deliver one of Metro Vancouver’s most important infrastructure projects.

đŸ”č Meet Stephen Green – Chief Construction Superintendent at BCP đŸ”č

With over four decades of construction experience—most of it deep underground—Stephen Green brings a lifetime of tunnelling expertise to the Burrard-Chilco Partnership (BCP), proudly representing EBC inc.

Stephen got his start in construction back in 1984 as a labourer, moving into tunnel work in 1989. Since then, his career has taken him across the globe, including major projects in New Zealand, Australia, Hong Kong, and India. Today, he’s applying that wealth of knowledge to one of Metro Vancouver’s most significant infrastructure upgrades: the Stanley Park Water Supply Tunnel Project.

💬 “I’ve followed this project since it was first envisioned in 2018. When a colleague asked if I’d be interested if a position opened up, the answer was yes.”

As Chief Construction Superintendent, Stephen is known for his tunnel expertise and steady leadership: guiding teams, supporting safe operations, and keeping the work moving with precision and purpose.

Stephen grew up in Cromwell, Central Otago, a small town in New Zealand’s South Island known for its cherries, stone fruits, and now its world renowned wine scene with more than 120 wineries in the region.

When it comes to downtime, Stephen keeps things simple: sandwiches or a good steak & pepper pie are his comfort foods of choice. And his favourite travel memory? Japan—“where ancient culture meets the future.”

A fun fact most people don’t know: Stephen is a chef, and he loves blending traditional cooking with Asian flavours and techniques. If he could instantly master a skill, it would be golf—“it takes a lot of skill to hit that small white ball, aye!”

He’s also curious to try pickleball, prefers winter thanks to his rugby roots, starts his day with coffee, and winds down with what he affectionately calls “brown bubbly water.” His go to rewatchables? The Shawshank Redemption and The Blues Brothers—timeless classics he never tires of.

Stephen’s career spans continents, cultures, and countless kilometres of tunnel—but at the heart of it all is the same steady passion: building meaningful infrastructure that lasts.

Safety starts with preparation.

Behind the scenes, the Burrard-Chilco Partnership’s Mine Rescue Team had put in serious work to earn their BC Provincial Government’s underground Mine Rescue Certification.

Training focused on real‑world emergency response skills, from high‑angle and crane evacuation scenarios to patient handling and underground rescue operations.

Here’s what that preparation looked like:
đŸ« 20 hours of training on Draeger closed‑circuit breathing apparatus
🚑 Three full days of first aid training completed by every team member
⏱ 32 hours of intensive mine rescue training
✅ A demanding 7‑hour examination administered by the BC Ministry of Mining and Critical Minerals to obtain underground Mine Rescue Certification
đŸ—ïž On‑site crane evacuation training, designed to reflect actual project conditions
🔄 Ongoing monthly training, with 4 hours per team member to ensure everyone stays sharp and ready

From technical skill to teamwork under pressure, this training highlights the dedication and professionalism behind BCP’s approach to safety.

Kevin Banek brings nearly two decades of tunnelling and major project experience to the Burrard-Chilco Partnership (BCP), representing EBC inc.. A Vancouver native, Kevin began his construction career in 2006 on the Canada Line before moving on to landmark projects including the Seymour‑Capilano Twin Tunnels and New York City’s East Side Access. Today, he’s proud to be contributing his expertise back home on Metro Vancouver’s Stanley Park Water Supply Tunnel Project.

Kevin’s days are fast‑paced and people‑focused: morning Toolbox Talks, coordination with clients, planning work methodologies, supporting teams, and clearing roadblocks so the site can operate smoothly and safely.

Proud of his roots, Kevin describes Vancouver as “where the mountains meet the sea.” For him, the perfect May day includes swimming under the sun and skiing under the stars. When he’s off the clock, you’ll likely find him unwinding at the beach, out powerboating, or cruising around in his vintage car. He’s also a fan of exploring places rich in history and renewal—most notably Medellín, Colombia. And when he’s not on site, he’s working on a long‑term passion project: building his own remote cabin on Indian Arm, accessible only by boat.

C’est prĂšs de vingt ans d’expĂ©rience en excavation souterraine et en gestion de grands projets que Kevin Banek, fier reprĂ©sentant d’EBC inc., apporte au Burrard-Chilco Partnership (BCP). Originaire de Vancouver, il a fait ses dĂ©buts en 2006 sur le projet Canada Line. Puis, il a travaillĂ© sur des projets d’envergure comme les tunnels jumeaux SeymourCapilano et le projet East Side Access Ă  New York. 🔍 A closer look at the Chilco shaft site – Stanley Park Water Supply Tunnel Project

While the Centre shaft site often takes centre stage, the Chilco Street shaft site is a critical part of Metro Vancouver’s Stanley Park Water Supply Tunnel Project. This site is where crews are working hard to build the infrastructure that will connect the new tunnel to the existing water system.

From above, you can see the complexity of the work underway – excavation, staging, and coordination all happening in a tight urban footprint near Stanley Park’s edge - next to tennis courts, the community garden, and Lost Lagoon. It’s a reminder that every component of this project, big or small, deserves attention and care.

👀 Take a look at this!

If you’ve walked through Stanley Park or along West Georgia Street recently, you might have noticed a big pipe behind green fencing weaving through the trees and running alongside the road. That’s not art—it’s engineering in action. This is the temporary overland pipe, now fully installed and operational as part of Metro Vancouver’s Stanley Park Water Supply Tunnel Project. Why does it matter?

âžĄïž It’s a 700-metre flexible pipe, temporarily carrying water while crews prepare to replace a water main that has served the region since the 1930s.

âžĄïž It runs mostly at ground level to minimize disruption, with sections tucked underground to keep pedestrian paths and roads open.

âžĄïž The pipe goes from nearby Denman Street, running parallel to West Georgia Street in Devonian Harbour Park, along Pipeline Road to the Rose Garden in Stanley Park.

âžĄïž Key connections at Denman Street, Rose Garden Lane, and near Chilco Street ensure water keeps flowing—even to the pumping station.

The temporary overland pipe is a small but critical piece of a much bigger story: modernizing water infrastructure for a growing region while respecting the park’s natural beauty.

At Stanley Park Water Supply Tunnel Project, the Burrard-Chilco Partnership is entering an exciting new phase of work: crews have begun dismantling the existing infrastructure to make way for a newly designed south shaft chamber.

This transformation includes replacing the shaft cap and preparing for the installation of a new bypass pipe—an important milestone that marks a major step forward in modernizing the region’s water supply system.

Once the new chamber is constructed, the bypass pipe will be connected to the existing network, reinforcing the reliability and resilience of Metro Vancouver’s water infrastructure for generations to come.

Sur le chantier du projet de tunnel d’alimentation en eau de Stanley Park, le partenariat Burrard-Chilco (BCP) entre dans une nouvelle phase passionnante car les Ă©quipes ont commencĂ© Ă  dĂ©manteler les infrastructures existantes pour faire place Ă  une nouvelle chambre de puits sud, entiĂšrement repensĂ©e.

Cette transformation comprend le remplacement du couvercle du puits et la prĂ©paration Ă  l’installation d’une nouvelle conduite de dĂ©rivation — une Ă©tape clĂ© qui marque un progrĂšs majeur dans la modernisation du systĂšme d’approvisionnement en eau de la rĂ©gion.

đŸ”č Meet Louis VadĂ© – Tunnel Engineer at BCP đŸ”č

Louis VadĂ© is part of the Burrard-Chilco Partnership (BCP) team representing Spie batignolles Canada, bringing six years of experience and a passion for tunnel engineering to Metro Vancouver’s Stanley Park Water Supply Tunnel Project.

💬 “I have a particular interest in tunnel activities and the traditional way to excavate using a roadheader machine instead of a TBM.”

Louis thrives on technical challenges—whether it’s designing temporary works, selecting construction methodologies, or thinking ahead to prevent future issues. One of his proudest achievements? Leading the entire process for selecting and assembling the tower crane at the Centre shaft site, from technical studies and supplier negotiations to logistics and permitting.

Originally from near Versailles, France, Louis is also a hard rock enthusiast and electric guitar player with over a decade of live performance experience. Outside of work, he enjoys playing pool in a local league and dreams of trying skydiving one day đŸŽžđŸŽ±đŸȘ‚

His go-to comfort? Coffee and deep-fried chicken. ☕🍗

💬 « J’ai un intĂ©rĂȘt particulier pour les activitĂ©s liĂ©es aux tunnels et pour la mĂ©thode traditionnelle d’excavation Ă  l’aide d’une haveuse, plutĂŽt qu’un tunnelier. »

Louis adore les dĂ©fis techniques — qu’il s’agisse de concevoir des ouvrages temporaires, de choisir les meilleures mĂ©thodes de construction ou d’anticiper les problĂšmes futurs. L’une de ses plus grandes fiertĂ©s ? Avoir dirigĂ© l’ensemble du processus de sĂ©lection et d’assemblage de la grue Ă  tour sur le site du puits central, depuis les Ă©tudes techniques et les nĂ©gociations avec les fournisseurs jusqu’à la logistique et l’obtention des permis.
