The Ministry of Infrastructure has released the Construction Prompt Payment Act (CPPA) Discussion Paper, outlining proposed regulatory approaches to support implementation of the Act and guide how it will operate in practice. The Ministry is seeking feedback from industry, local governments, and other stakeholders during the consultation period from May 26 to July 7, 2026.

Stakeholders are preparing submissions that emphasize key principles to ensure the CPPA delivers on its intendedoutcomes, including:
▶️No carve-outs, so the Act is applied consistently across the construction sector and all parties benefit from clear, predictable payment timelines.
▶️No phased transition, so the legislation comes into full effect with the urgency required to address long-standing payment delays.
▶️A meaningful interest rate on late payments, to act as a genuine deterrent and encourage timely payment throughout the supply chain.
▶️Accessible adjudication, with a dispute resolution process that is practical, efficient, and available to contractors of all sizes, including small and medium firms.

These perspectives reflect a shared view that a strong, consistent implementation of the CPPA is critical to improving payment practices and strengthening fairness in B.C.’s construction sector. If prompt payment and how it is implemented is important to you, please take the time to review the Discussion Paper and submit feedback before July 7, 2026.
